Harbor is control plane first.

It is a workspace-scoped MCP control plane for governing plugins, tracing tool use, and keeping human and agent workflows auditable.

The public site stays intentionally light. Product depth lives in the dashboard and docs, while these pages explain the surface area without pretending to be the full system.
